Clicking Add Group, now just Adding new Condition

Steps to Reproduce (How one can reproduce the issue - this is very important)

1. Open projects
2. Add new Assistance
3. Selecting Location/Date and Choose HH/Ind Target
4. Click Add Group to add first selection criteria and create
5. Click Add Group again to add another group.

What is the current bug behaviour? (What actually happens)

This is adding another selection criteria to existing group, NOT adding a new group

What is the expected correct behaviour? (What you should see instead)

It should add a new group
