Distribution Restriction Should be Start Date not End Date

Steps to Reproduce (How one can reproduce the issue - this is very important)

1. Open projects.
2. Add new distribution (mobile money)
3. Set start date for before today
4. Select cash mobile money distribution type
5. Save and Validate distribution
6. Click on Start Transaction

What is the current bug behaviour? (What actually happens)

• Fails with Error Message 'Transaction Deadline is Over

What is the expected correct behaviour? (What you should see instead)

• Transaction should complete
• Distribution date should be a start date, NOT a start and end date
