Cannot Send Mobile Money on Actual Date

Steps to Reproduce (How one can reproduce the issue - this is very important)

Open Projects page

1. Click Add to Create new Distribution
2. Select Cash - Mobile Money Distribution
3. Select Today's Date
4. Create Distribution
5. Select Start Transaction

What is the current bug behaviour? Process fails, 'The transaction deadline is over.

What is the expected correct behaviour? This should only occur if the date is the day before.
