Adding Notes to BNF in Distribution is not Saving

Steps to Reproduce (How one can reproduce the issue - this is very important)

1. Open Projects Page
2. Open Distribution that is Active
3. Click on Magnifying besides Household Line to Edit
4. Add note
5. Click Save
