Problem with Distribution Report

Reproduction of bug:

1. Home->Reports-> Distribution report ->click on Export button
2. Do not select any distributions.

Expected behavior:

1. Export wil be successful

Unexpected behavior:

1. Endless reload and error. Export was not successful
