Cannot Edit User Phone Number

Steps to Reproduce (How one can reproduce the issue - this is very important)

1. Click on Administrative Settings
2. Click on User Page
3. Click on magnifying glass beside any user to edit user details

What is the current bug behaviour? (What actually happens)

1. Mobile Phone Number and Ext are greyed out and cannot edit
2. Also, cannot Add, when creating a new user (see below)

What is the expected correct behaviour? (What you should see instead)

1. Admin should be able to add phone number and phone extension
