Country Specific Options Showing Differently in Different Countries

Steps to Reproduce (How one can reproduce the issue - this is very important) Under Configuration Options, click on Country Specific Options page Click 'Add+' to add a new Country Specific Option. Choose Type Text. Click on Projects Page Click on 'Add+' to set up a new distribution. Click on Selection Criteria 'Add' Select Household from the dropdown menu Select the Country Specific Option from the bottom of the dropdown menu.

What is the current bug behavior? (What actually happens)

In KHM, the options offered are '=' and then you can input text. in SYR, the options offered are TRUE or FALSE

What is the expected correct behavior? (What you should see instead)

The options offered for all countries should be '=' and the input text to select.
