Datetime Check Still on Validation Stage of Creating Distribution

Steps to Reproduce

1. User opens Project page
2. User clicks on red +Add button to create new Distribution
3. User fills out distribution values and clicks create
4. User clicks on through to the 4th Create Distribution Page and clicks on Validate

What is the current bug behavior? The validate function has a datetime check and throws up error message, preventing user from moving forward

What is the expected correct behavior? The datetime check should be removed (but keep the warning message), and user allowed to create the distribution.
