Project Internal Number Should be able to Edit After Creation

Steps to Reproduce

1. Open the Configuration Page.
2. Click on the magnifying glass to open the Edit Project Page.

What is the current bug behavior? The user is unable to edit the Project Internal Number

What is the expected correct behavior? The user should be able to edit and save a new or change an existing Project Internal Number.
